Office work - updated tool version

This is the updated version of the Italian office tool. The former version will still be available until end December 2020 on the webpage of the Italian authorities, the Ministry of Labour and Social Policy and the National Institute for Workers' Compensation. New risk assessments should however only be done with this new version. All risk assessments done with the former version are also still available under each individual account when logging in.

This tool is intended to be used in both private and public offices’ activities and is covering all workers, whose definition is established by the Article 2, decree 81/2008. It can be used by employers to carry out the final risk assessment document, including the related prevention measures as well. The tool can be particularly useful for micro, small and medium sized enterprises.

As established by the Article 29, paragraph 6 quater, decree 81/2008, a national tripartite group realized a tool strictly addressed to risk assessment in offices, using the OiRA software.

The tool deals with the most common office tasks: the use of computers, secretary activities, relation with customers and providers and archiving of documents. Some jobs are excluded from the tool such as archivist and warehouse worker.

In case of any risks and/or tasks not strictly related to the common office activities, the employer needs to incorporate the missing information in the risk assessment document.

Ai sensi dell’articolo 29 comma 6 quater del d.lgs. 81/2008, con il quale si dispone l’individuazione di strumenti di supporto per la valutazione dei rischi, tra cui gli strumenti informatizzati secondo il prototipo OiRA, è stato realizzato dal gruppo di lavoro nazionale costituito su base tripartita, il tool dedicato al settore uffici.

Il presente strumento si applica nelle attività di ufficio dei settori privati e pubblici in cui siano presenti lavoratori rispondenti alla definizione di cui all’art. 2 del d.lgs. 81/2008 ed è mirato a guidare il Datore di lavoro nell'effettuazione della valutazione dei rischi con individuazione delle misure di prevenzione e protezione, a tutela della salute e sicurezza dei lavoratori, e nella redazione del relativo documento, per le attività di ufficio svolte in medie, piccole e micro imprese.

Le attività prese in esame che più frequentemente vengono svolte nel lavoro di ufficio sono: utilizzo del videoterminale e dei suoi accessori per immissione ed elaborazione dati, attività di segreteria, rapporti con i clienti e fornitori, archiviazione dei documenti (funzionale all'attività di ufficio). Sono escluse dall'applicazione del presente strumento ad esempio la mansione di “archivista" e “magazziniere" e quanto non espressamente previsto nei moduli specifici. Qualora in azienda siano presenti mansioni e/o rischi non strettamente legati all'attività di ufficio e quindi non contemplati nel presente strumento, il Datore di Lavoro deve provvedere ad integrare il Documento di Valutazione dei Rischi.

Nello strumento non sono presenti i rischi da vibrazioni, da atmosfere esplosive, da campi elettromagnetici, da radiazioni ottiche artificiali poiché, da un punto di vista delle esposizioni, non sono significativi per le attività di ufficio.

Working in offices has a wide scope and covers companies from the tertiary sector, as well as from the secondary sector and even the primary sector. This tool deals, among others, with the main hazards/risks in the various work areas; from standing or sitting postures to the use of computers, printers/photocopiers and guillotines. It also addresses the psychosocial and stress risks to which workers might be exposed, the problems associated with emergencies, as well as structural/environmental hazards/risks and occupational safety and health management. The tool allows an assessment of existing risks, suggests measures to be implemented to control these risks and produces an action plan that users can adopt in order to manage health and safety in their office.

O trabalho em escritórios tem uma grande abrangência, podendo ser realizado em empresas do sector terciário, bem como noutras do setor secundário e mesmo do setor primário. Esta ferramenta Oira aborda os principais perigos/riscos existentes nas diversas áreas de trabalho, desde posturas em pé, a posturas sentado, à utilização de computadores, impressoras/fotocopiadoras, guilhotinas, entre outros. Aborda ainda os riscos psicossociais e de stresse a que os trabalhadores podem estar sujeitos, a problemática associada às emergências, bem como os perigos/riscos estruturais, ambientais e de gestão da segurança e saúde no trabalho. A ferramenta permite efetuar uma avaliação dos riscos existentes, sugere medidas a implementar para o controlo desses riscos e produz um plano de ação, que o utilizador poderá adotar na gestão da segurança e saúde no escritório.

Like any job, working in an office environment can be dangerous. Statistics show that even in offices many workers can be injured or get ill. Risks are mainly due to an inadequate working environment, improperly installed work equipment and the like. Working with computer equipment is increasingly complex and often beyond normal working hours. This tool addresses the general risks at work in the office does not deal with various specific features which are associated with different working and organizational procedures.

Tako kot vsako delo je tudi delo v pisarniškem okolju lahko nevarno. Statistika kaže, da se tudi v pisarnah vsako leto veliko delavcev poškoduje ali zboli.  Tveganja  so predvsem zaradi neustreznega delovnega okolja, neustrezno postavljene delovne opreme in podobno. Delo z računalniško opremo je vse bolj zahtevno in velikokrat  preko normalnega delovnega časa. To orodje obravnava splošna tveganja pri delu v pisarnah ne obravnava pa  raznih posebnosti, ki so povezane z različnimi delovnimi in organizacijskimi postopki.

OiRA tool Working in offices includes practically all the possible work that can be performed in the office.  This work may seem less dangerous because it does not include the dangerous technological processes and dangerous equipment. However ergonomic risk factors are very important, because workers can suffer back and wrist pain due to bad body position during work. Also very important are psychosocial risk factors, such as stress at work and mobbing.

OiRA priemonė Darbas biure apima praktiškai visus darbus kurie gali būti atliekami biure. Nors iš pirmo žvilgsnio tokie darbai atrodo mažiausiai pavojingi nes nėra vykdomi sudėtingi technologiniai procesai bei nėra naudojami sudėtingi įrenginiai. Tačiau ergonominiai rizikos veiksniai yra labai svarbūs, nes darbuotojai gali patirti nugaros bei riešo skausmus dėl nepatogios kūno padėties darbo metu. Taip pat labai svarbūs yra psichosocialiniai rizikos veiksniai, tokie kaip stresas darbe ir mobingas.

The tool is a risk assessment tool for working in the office. The tool sets out proposals and examples of improvements in the working environment. There are also references to laws and regulations and the number of images for explanation. The tool evaluates the risks and help creating a final report. The tool has four main sections: General, Environment and planning, Stress and ethics at the office and safety efforts.

Verkfærið er áhættumatsverkfæri fyrir Vinnu á skrifstofu. Verkfærið er auðvelt í notkun, ókeypis og opið öllum. Í verkfærinu eru settar fram tillögur og dæmi um úrbætur í vinnuumhverfinu. Einnig eru tilvísanir í lög og reglur og fjöldi mynda til útskýringar. Verkfærið metur áhættu fyrir notandann og sér um að skrifa lokaskýrslu. Í verkfærinu eru fjórir meginkaflar. Það eru Almenn skrifstofustörf, Umhverfi og skipulag skrifstofu, Starfsandi og Streita og Vinnuverndarstarf.
